STUART, Fla. (CBS12) — A woman is accused of using a medical professional’s license to give illegal Botox procedures out of a gym in Martin County.
The investigation into Meghan Pagano began in April 2025 after a medical professional living in Pasco County reported to the Health Department that someone was using her name and medical license status on social media to operate a business called ‘Treasure Coast Aesthetic and Wellness Center.’ She said she was concerned her name was being linked to medical procedures she was not performing. According to the probable cause affidavit, the business was operating out of GT Fitness, located at 2201 Southeast Indian Street in Stuart.
It led to investigators from the Florida Health Department sending an undercover agent to GT Fitness, where they made contact with the suspect, Pagano. The agent inquired about Botox services for a friend, leading to Pagano giving the agent a tour of the gym and her Aesthetics and Wellness Center.

The affidavit says that during the encounter with Pagano, she identified herself as a Nurse Practitioner and offered Botox injections for $7 a unit for members of the facility.
In July, another complaint was filed against Pagano, this time alleging she was practicing without a license. According to the probable cause affidavit, the complaint came from a woman who reported the issue to the Martin County Sheriff’s Office. She told investigators she had seen Pagano performing medical procedures on Instagram and believed she lacked the proper licensing to do so.
Martin County investigators searched through Pagano’s business Instagram page, which listed the name of the medical professional who filed the complaint in the bio section of the Instagram page. The social media page revealed Pagano doing all sorts of cosmetic procedures, some of which showed her drawing blood and injecting liquid-filled syringes into her patients.
Another social media video showed Pagano removing a large lump and cyst with a scalpel and then stitching the wound closed after the procedure was done.
Further investigation into Pagano’s credentials revealed that she is licensed by the State of Florida as an electrologist — someone licensed to perform permanent hair removal using equipment approved by the Board of Medicine — and as an esthetician.
According to Martin County Court records, Pagano was charged with practicing medicine without an active license and fraud, and impersonation.
